SAMHSA's National Outcome Measures:
The Substance Abuse and Mental Health Services Administration (SAMHSA) is pleased to make this fifth annual report to the Nation on the partnership among SAMHSA, the States, and SAMHSA grantees to implement the National Outcome Measures (NOMs). SAMHSA is continuing the process of enhancing performance measurement by refining and/or adding additional NOMs, by improving the current measures, and by increasingly reporting data on these performance outcome measures at the State, community, and program levels.

Program Priority Area Summaries:
These summaries provide baseline data which describe the national need for improved health outcomes within each area. SAMHSA’s 12 program priority areas are: Children and Families, Co-occurring Disorders, Criminal and Juvenile Justice, HIV/AIDS and Hepatitis, Homelessness, Mental Health System Transformation, Older Adults, Strategic Prevention Framework, Substance Abuse Treatment Capacity, Seclusion and Restraint, Suicide Prevention, and Workforce Development.

and a report on performance partnerships
State Datathis section presents State data related to NOMs in the areas of mental health services and substance abuse treatment and prevention using graphics to display trends as well as maps to show current data; State block grant funding trend data; State substance abuse and mental health program descriptions; and links to State web sites that contain State epidemiological profiles.
